Trust is hard to come by in individuals you pay shit to do a thankless, life-threatening job.
We receive unqualified criminals as police for the same reason public schools are so often shit. You pay people little to deal with some of the most impossibly stressful situations in western society, then you wonder why they’re ineffective at their job.
